She is the most senior professor in the department. According to Article 56 of the Universities Regulation Law, \u201cthe head of the department shall be selected from among the three most senior professors in the department, and the appointment shall be made upon a decision taken by the university president after consulting the dean of the college or the institute\u201d. The dean ignored Tantawy\u2019s request. She was informed that her request was ignored due to the lack of security approval, as she is the wife of political prisoner and journalist Hisham Gaafar, who spent three and a half years in pretrial detention over his journalistic work.\u00a0<\/span><\/p>\n<p><span style=\"color: #800000;\"><b><\/p>\n<p>28 April 2026<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Supreme Administrative Court set next May 16 hearing to examine the Ministry of Higher Education\u2019s appeal No. 9195 of Judicial Year 72, filed against the judgment issued in favor of Dr. Manar Tantawy in case No. 73299 of Judicial Year 78, which ruled to annul the decision that prevented proceeding with the procedures for her promotion to the rank of Professor at the Higher Institute of Engineering in 10th of Ramadan city.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">This is part of a long series of legal disputes ongoing for more than four years, which began on 2 August 2021 when the Freedom of Thought and Expression Foundation filed appeal No. 61520 of Judicial Year 75 on behalf of Tantawy against both the Minister of Higher Education and the Dean of the Higher Technological Institute in Tenth of Ramadan, challenging her being prevented from assuming the position of Head of the Mechanical Engineering Department despite meeting all technical and procedural requirements. This obstruction is attributed to political reasons, as she is the wife of opposition journalist and political writer Hisham Gaafar.<\/span><\/p>\n<p><span style=\"color: #800000;\"><b><span style=\"color: #333333;\"><span style=\"font-weight: 400;\">AFTE had issued a <\/span><a style=\"color: #333333;\" href=\"https:\/\/afteegypt.org\/en\/highlight_en\/2023\/08\/22\/35132-afteegypt.html\"><span style=\"font-weight: 400;\">detailed paper<\/span><\/a><span style=\"font-weight: 400;\"> outlining the violations Tantawy was subjected to over the past four years.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/span><br \/>\nJanuary 17, 2026<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Ministry of Higher Education has filed an appeal against the ruling issued in favor of Dr. Manar Tantawy in Case No. 73299 of Judicial Year 78, which annulled the negative decision preventing the processing of her promotion to full professor at the Higher Technological Institute in Sixth of October City. The appeal has been registered as Case No. 9195 of Judicial Year 72.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The legal dispute dates back to August 2, 2021, when the Freedom of Thought and Expression Foundation filed Appeal No. 61520 of Judicial Year 75 on behalf of Dr. Tantawy against both the Minister of Higher Education and the Dean of the Higher Technological Institute in Sixth of October City, challenging the negative decision to deny her professorship despite her meeting all technical and procedural requirements.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The State Commissioners Authority had reserved Case No. 73299 of Judicial Year 77 for decision on September 26, 2024, following the appeal against the negative decision to withhold implementation of a previous court ruling in favor of Dr. Tantawy. The dispute originates from the institute\u2019s refusal to implement the Administrative Court ruling in Case No. 61520 of Judicial Year 75, which confirmed Dr. Tantawy\u2019s right to promotion, after the security authorities objected to her advancement because she is the wife of the former detainee Hisham Jafar.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In January 2024, the Supreme Administrative Court rejected the appeal filed by the Ministry of Higher Education against Dr. Tantawy, who continued to face administrative obstruction from the institute, preventing her from assuming the position of Head of the Mechanical Engineering Department, a post she had declined in 2016 for health reasons.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On November 16, 2024, the Appeals Disciplinary Council for Faculty Members at the Ministry of Higher Education issued a decision to annul the disciplinary action against Dr. Tantawy, assistant professor in the Mechanical Engineering Department, which had included a five-day salary deduction. The case stemmed from a 2022 incident in which a teaching assistant entered the institute\u2019s workshop during Dr. Tantawy\u2019s designated time without permission, verbally insulting her. While the teaching assistant was not penalized, Dr. Tantawy was initially sanctioned for protesting the incident.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Previously, in December 2023, the Appeals Disciplinary Council had cleared Dr. Tantawy of charges of misconduct toward the institute and its dean, cancelling a 15-day salary deduction. Despite these rulings, she continued to face administrative obstruction, which prevented her from obtaining her promotion and assuming the role of Head of the Mechanical Engineering Department.<\/span><\/p>\n<p><span style=\"color: #800000;\"><b>12 January 2025: Administrative Court Refers Manar Al-Tantawy\u2019s Appeal to the Eighteenth Circuit<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Administrative Court (First Circuit) has decided to refer Dr. Manar Al-Tantawy&#8217;s appeal to the Eighteenth Circuit, as it is the court that issued the unimplemented ruling in the ongoing legal dispute over her right to obtain the title of Full Professor.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The State Commissioners&#8217; Authority had reserved the lawsuit, case number 73299 for the year 77, for a report on September 26, 2024, after an appeal was made against the negative decision to refrain from executing the judicial ruling in favor of Al-Tantawy, which confirmed her entitlement to the promotion. The roots of the dispute trace back to the Higher Institute of Technology in 10th of Ramadan City\u2019s refusal to implement the Administrative Court\u2019s ruling in case number 61520 for the year 75, which confirmed Al-Tantawy&#8217;s right to obtain the title of Full Professor after security forces had rejected her promotion due to her being the wife of imprisoned former journalist Hisham Jaafar.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In January 2024, the Supreme Administrative Court rejected the appeal filed by the Ministry of Higher Education against Al-Tantawy, who faces resistance from the institute\u2019s administration in implementing the promotion ruling and preventing her from assuming the position of Head of the Mechanical Engineering Department, a position she had previously held but resigned from in 2016 for health reasons.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #800000;\"><b>16 November 2024: Disciplinary Appeals Committee Cancels Penalty Against Dr. Manar Al-Tantawy<\/b><\/span><\/p>\n<p><b><br \/>\n<\/b><span style=\"font-weight: 400;\">The Disciplinary Appeals Committee for Faculty Members at the Ministry of Higher Education decided to revoke the penalty imposed on Dr. Manar Al-Tantawy, an assistant professor in the Department of Mechanical Engineering at the Higher Technological Institute in 10th of Ramadan City. The penalty involved a 5-day salary deduction.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The incident dates back to 2022, when a verbal altercation occurred after a teaching assistant entered the institute\u2019s workshop during Al-Tantawy\u2019s allocated time without permission, subjecting her to verbal abuse. The Ministry of Higher Education soon appealed this ruling, continuing the unjustified intransigence directed at Al-Tantawy<\/span><\/p>\n<p><strong><span style=\"color: #800000;\">20 December 2023: The disciplinary board of appeal acquits Manar Al-Tantawy of offending the Higher Institute of Technology and its Dean and drops charges<\/span><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">The disciplinary board of appeal acquitted Manar Al-Tantawy of the accusations attributed to her of offending the <\/span><span style=\"font-weight: 400;\">Higher Institute of Technology in 10th of Ramadan along with the dean on social media platforms and other opposing channels and decided to drop the charge of deducting 15 days of her salary. The decision also reveals an intention to prevent Tantawy from obtaining a professorship degree, although she had fulfilled all the technical and procedural conditions.
