The Supreme Administrative Court set the next June 20 session to examine the appeal filed by the Ministry of Higher Education against the ruling in favor of Dr. Manar El\u2011Tantawy in case No. 73299 of Judicial Year 78, which annulled the negative decision to halt procedures for her promotion to the rank of professor at the Higher Institute of Engineering in 10th of Ramadan City.<\/span>
\n<\/span>
\n<\/span>The court decided to adjourn consideration of appeal No. 9195 of Judicial Year 72 to allow review and respond to the submitted documents and defense pleadings.<\/span><\/p>\n

<\/span><\/p>\n

The roots of this nearly four-year legal dispute go back to El\u2011Tantawy\u2019s request to return to her position as head of the Mechanical Engineering Department, <\/span>which she had previously assumed and apologized for in 2016 for health reasons. She is the most senior professor in the department. According to Article 56 of the Universities Regulation Law, \u201cthe head of the department shall be selected from among the three most senior professors in the department, and the appointment shall be made upon a decision taken by the university president after consulting the dean of the college or the institute\u201d. The dean ignored Tantawy\u2019s request. She was informed that her request was ignored due to the lack of security approval, as she is the wife of political prisoner and journalist Hisham Gaafar, who spent three and a half years in pretrial detention over his journalistic work.\u00a0<\/span><\/p>\n

28 April 2026<\/b><\/span><\/p>\n

The Supreme Administrative Court set next May 16 hearing to examine the Ministry of Higher Education\u2019s appeal No. 9195 of Judicial Year 72, filed against the judgment issued in favor of Dr. Manar Tantawy in case No. 73299 of Judicial Year 78, which ruled to annul the decision that prevented proceeding with the procedures for her promotion to the rank of Professor at the Higher Institute of Engineering in 10th of Ramadan city.<\/span>
\n<\/span>
\n<\/span>This is part of a long series of legal disputes ongoing for more than four years, which began on 2 August 2021 when the Freedom of Thought and Expression Foundation filed appeal No. 61520 of Judicial Year 75 on behalf of Tantawy against both the Minister of Higher Education and the Dean of the Higher Technological Institute in Tenth of Ramadan, challenging her being prevented from assuming the position of Head of the Mechanical Engineering Department despite meeting all technical and procedural requirements. This obstruction is attributed to political reasons, as she is the wife of opposition journalist and political writer Hisham Gaafar.<\/span><\/p>\n

AFTE had issued a <\/span>detailed paper<\/span><\/a> outlining the violations Tantawy was subjected to over the past four years.<\/span>
\n<\/span><\/span>
\nJanuary 17, 2026<\/b><\/span><\/p>\n

The Ministry of Higher Education has filed an appeal against the ruling issued in favor of Dr. Manar Tantawy in Case No. 73299 of Judicial Year 78, which annulled the negative decision preventing the processing of her promotion to full professor at the Higher Technological Institute in Sixth of October City. The appeal has been registered as Case No. 9195 of Judicial Year 72.<\/span><\/p>\n

The legal dispute dates back to August 2, 2021, when the Freedom of Thought and Expression Foundation filed Appeal No. 61520 of Judicial Year 75 on behalf of Dr. Tantawy against both the Minister of Higher Education and the Dean of the Higher Technological Institute in Sixth of October City, challenging the negative decision to deny her professorship despite her meeting all technical and procedural requirements.<\/span><\/p>\n

The State Commissioners Authority had reserved Case No. 73299 of Judicial Year 77 for decision on September 26, 2024, following the appeal against the negative decision to withhold implementation of a previous court ruling in favor of Dr. Tantawy. The dispute originates from the institute\u2019s refusal to implement the Administrative Court ruling in Case No. 61520 of Judicial Year 75, which confirmed Dr. Tantawy\u2019s right to promotion, after the security authorities objected to her advancement because she is the wife of the former detainee Hisham Jafar.<\/span><\/p>\n

In January 2024, the Supreme Administrative Court rejected the appeal filed by the Ministry of Higher Education against Dr. Tantawy, who continued to face administrative obstruction from the institute, preventing her from assuming the position of Head of the Mechanical Engineering Department, a post she had declined in 2016 for health reasons.<\/span><\/p>\n

On November 16, 2024, the Appeals Disciplinary Council for Faculty Members at the Ministry of Higher Education issued a decision to annul the disciplinary action against Dr. Tantawy, assistant professor in the Mechanical Engineering Department, which had included a five-day salary deduction. The case stemmed from a 2022 incident in which a teaching assistant entered the institute\u2019s workshop during Dr. Tantawy\u2019s designated time without permission, verbally insulting her. While the teaching assistant was not penalized, Dr. Tantawy was initially sanctioned for protesting the incident.<\/span><\/p>\n

Previously, in December 2023, the Appeals Disciplinary Council had cleared Dr. Tantawy of charges of misconduct toward the institute and its dean, cancelling a 15-day salary deduction. Despite these rulings, she continued to face administrative obstruction, which prevented her from obtaining her promotion and assuming the role of Head of the Mechanical Engineering Department.<\/span><\/p>\n

12 January 2025: Administrative Court Refers Manar Al-Tantawy\u2019s Appeal to the Eighteenth Circuit<\/b><\/span><\/p>\n

The Administrative Court (First Circuit) has decided to refer Dr. Manar Al-Tantawy’s appeal to the Eighteenth Circuit, as it is the court that issued the unimplemented ruling in the ongoing legal dispute over her right to obtain the title of Full Professor.<\/span><\/p>\n

The State Commissioners’ Authority had reserved the lawsuit, case number 73299 for the year 77, for a report on September 26, 2024, after an appeal was made against the negative decision to refrain from executing the judicial ruling in favor of Al-Tantawy, which confirmed her entitlement to the promotion. The roots of the dispute trace back to the Higher Institute of Technology in 10th of Ramadan City\u2019s refusal to implement the Administrative Court\u2019s ruling in case number 61520 for the year 75, which confirmed Al-Tantawy’s right to obtain the title of Full Professor after security forces had rejected her promotion due to her being the wife of imprisoned former journalist Hisham Jaafar.<\/span><\/p>\n

In January 2024, the Supreme Administrative Court rejected the appeal filed by the Ministry of Higher Education against Al-Tantawy, who faces resistance from the institute\u2019s administration in implementing the promotion ruling and preventing her from assuming the position of Head of the Mechanical Engineering Department, a position she had previously held but resigned from in 2016 for health reasons.<\/span><\/p>\n

16 November 2024: Disciplinary Appeals Committee Cancels Penalty Against Dr. Manar Al-Tantawy<\/b><\/span><\/p>\n


\n<\/b>The Disciplinary Appeals Committee for Faculty Members at the Ministry of Higher Education decided to revoke the penalty imposed on Dr. Manar Al-Tantawy, an assistant professor in the Department of Mechanical Engineering at the Higher Technological Institute in 10th of Ramadan City. The penalty involved a 5-day salary deduction.<\/span><\/p>\n

The incident dates back to 2022, when a verbal altercation occurred after a teaching assistant entered the institute\u2019s workshop during Al-Tantawy\u2019s allocated time without permission, subjecting her to verbal abuse. Despite this, the teaching assistant was not penalized, while Al-Tantawy was punished for protesting the insult.<\/span><\/p>\n

It is noteworthy that in December 2023, the Disciplinary Appeals Committee acquitted Al-Tantawy of charges of defaming the institute and its dean, overturning a previous 15-day salary deduction. Al-Tantawy continues to face administrative obstruction preventing her promotion and resumption of her position as head of the Mechanical Engineering Department, a role she previously relinquished in 2016 due to health reasons.<\/span><\/p>\n

26 September 2024: State Commissioners Reserve Manar Al-Tantawy\u2019s Lawsuit Over Eligibility for Professorship<\/b><\/span><\/p>\n

The State Commissioners Authority has decided to reserve AFTE\u2019s lawsuit No.<\/span>73299, or Judicial Year 77, challenging the negative decision of the Higher Institute of Technology in the 10th of Ramadan City for refusing to implement the Administrative Court\u2019s ruling in Case No. 61520 for Judicial Year 75, which was referred by the Administrative Court (fist circuit) to the State Commissioners Authority on <\/span>August 18th.<\/span><\/p>\n

The Appeals Disciplinary Board of the Ministry of Higher Education reserved \u00a0 Dr. Manar El-Tantawy\u2019s appeal against the ruling of the Primary Disciplinary Board that sanctioned her with a salary deduction of 5 days due to a verbal altercation with a colleague for ruling on 16 November.\u00a0<\/span><\/p>\n

The Appeals Disciplinary Board approved defense requests to review the disciplinary case file and to include the sanctions record of Dr. Manar El-Tantawy, who is an Assistant Professor in the Department of Mechanical Engineering at the Higher Institute of Technology on the 10th of Ramadan.\u00a0<\/span><\/p>\n

18 August 2024: Administrative Court Set 3 November Session to Consider the Case Against Non-Implementation of Judicial Ruling in Favor of\u00a0 Manar El-Tantawy<\/b><\/span><\/p>\n

The disciplinary board of appeal acquitted Manar Al-Tantawy of the accusations attributed to her of offending the <\/span>Higher Institute of Technology in 10th of Ramadan along with the dean on social media platforms and other opposing channels and decided to drop the charge of deducting 15 days of her salary. This decision came after the disciplinary board of appeal reserved the disciplinary lawsuit no.18 for 2021, where the disciplinary board decided to punish the defendant over videos of Al-Tantawy calling for the release of her detained husband, Hisham Gaafar, in front of the Journalists Syndicate.<\/span><\/p>\n

05 November 2023: Higher Education appeals Manar El-Tantawy\u2019s acquittal and professorship ruling and the defense requests Postponement<\/b><\/span><\/p>\n

The Supreme Administrative Court adjourned the Ministry of Higher Education\u2019s appeal No. 14728 of 1969 against the ruling issued in favor of Manar Al-Tantawy, assistant professor in the Department of Mechanical Engineering at the Higher Institute of Technology in 10th of Ramadan, deserving of her entitlement to the professorship degree that she was denied due to the security refusal, until December 2 session, to request The defense reviewed the appeal.<\/span><\/p>\n

The disciplinary board of appeal at the Ministry of Higher Education adjourned to November 15, the examination of appeal against the disciplinary lawsuit against Manar Al-Tantawy filed by the Higher Technological Institute No. 18 of 2021 in which the disciplinary board to deduct 15 days of her salary over videos of Al-Tantawy calling for the release of her husband, Hisham Gaafar, in front of the Journalists Syndicate; to complete the submission of documents requested by the Council from Al-Tantawy\u2019s defense and the institute\u2019s administration.<\/p>\n

The Disciplinary Council of the Teaching Staff at the Higher Technological Institute in the 10th of Ramadan City acquitted Manar Al-Tantawy, the assistant professor of the mechanical engineering department, of the charges leveled against her in connection with disciplinary lawsuit No. 20 of 2023.<\/p>\n

Al-Tantawy was accused of impersonating the head of the mechanical engineering department at the institute after she approved the laboratory secretary leave request who works under her supervision, despite that the Institute\u2019s administration didn\u2019t take any action against Dr. Haitham Alzumor, the teaching staff member at the institute after he approved the leaves of workers under his supervision.<\/p>\n

Al-Tantawy demanded that she reassume the position of head of the mechanical engineering department, which she had previously assumed and apologized for in 2016 for health reasons; as a result, the violations against her started by the institute\u2019s administration and the Ministry of Higher Education. The Disciplinary Council of the Teaching Staff at the Higher Technological Institute in the 10th of Ramadan City set next August 21 as a date to adjudicate the disciplinary lawsuit against Manar Al-Tantawy, the teaching staff member at the institute.<\/p>\n

In the previous hearing, Al-Tantawy\u2019s defense panel requested the institute\u2019s administration to provide a copy of the teaching staff member of the institute, Dr. Haitham Alzumor\u2019s approval of the institute\u2019s laboratory workers\u2019 leave as proof of the violations against Al-Tantawy, as the institute\u2019s administration didn\u2019t take any measures against Alzumor, as what happened with Al-Tantawy. The institute’s administration presented what the defense requested, and the two approvals matched, which proves that the complaint against Al-Tantawy was malicious.<\/p>\n

Notably, Al-Tantawy held the mechanical engineering department head position and temporarily apologized for the title after she went through health problems. The institute\u2019s administration later denied the occupation of her official position even after the Administrative Judicial Court ruled for Al-Tantawy\u2019s legal entitlement to the position.<\/p>\n

The Disciplinary Council of the Teaching Staff at the Higher Technological Institute in the 10th of Ramadan City decided to adjourn the disciplinary hearing of Manar Al-Tantawy to the next August 15, as Al-Tantawy\u2019s defense requested a copy of doctor Haitham Alzumor\u2019s approval of leave for the institute\u2019s laboratory workers, as a prove for the violations against Al-Tantawy, as the institute\u2019s administration didn\u2019t take any measures with Alzumor, as happened with Al-Tantawy.<\/p>\n

Al-Tantawy was referred to the Disciplinary Council on April 12 after she approved leave requests for the laboratory secretary who works under her supervision in the department. The head of the mechanical engineering department at the institute filed a complaint accusing Al-Tantawy of impersonating the head of the department and approving leave requests for the department employees unjustly. This coincides with the institute’s intransigence in returning Al-Tantawi to her official position as head of the mechanical engineering department at the institute and refusing to implement the Administrative Judiciary Court\u2019s ruling, which ruled that Al-Tantawy was entitled to be promoted to a professorship, the institute\u2019s refusal is due to reasons related to her being the wife of the former political prisoner, journalist Hisham Gaafar.<\/p>\n

Several Human rights organizations demanded, in a joint statement<\/a>, to put an end to all the violations practiced against Al-Tantawy by the institute’s administration; they also called on the Institute to implement the Administrative Judiciary Court\u2019s decision to promote Tantawy to the rank of professor and grant her the ensuing rights.<\/p>\n

On July 25, the Disciplinary Council of the Teaching Staff at the Higher Technological Institute in the 10th of Ramadan City decided to adjourn the disciplinary hearing of Manar Al-Tantawy, the head of the mechanical engineering department at the institute, to August 8 hearing; to give Al-Tanawy\u2019s defense a chance to view the documents that the institute\u2019s administration submitted.<\/p>\n

Al-Tanawy was referred to the Disciplinary Council as a form of arbitrariness practiced against her after conflicts that lasted a year between her and the institute\u2019s dean over Al-Tantawy\u2019s eligibility to return to her official and legal position as head of the mechanical engineering department at the institute, which she temporarily apologized for it due to a health problem she went through. After that, the institute\u2019s dean refused her request to restore her position for political reasons, namely, being the wife of detained journalist Hisham Gaafar. The Administrative Court settled these conflicts in Al-Tantawy\u2019s favor as the Court ruled that Al-Tanawy should return to her official position.<\/p>\n

On July 11, The Disciplinary Council of the Teaching Staff at the Higher Technological Institute in the 10th of Ramadan City decided to adjourn the disciplinary hearing in which Manar Al-Tantawy was arbitrarily referred to, to July 25.\u00a0<\/span><\/p>\n

On the other hand, Al-Tantawy was referred to another disciplinary council after participating in one TV show called for her husband, journalist Hesham Gaafar\u2019s release. Al-Tantawy\u2019s referral to the disciplinary board came against charges of insulting the Higher Technological Institute in the 10th of Ramadan City and its dean via social media and some satellite channels. The disciplinary council later punished Al-Tantawy with a 15 days deduction from her salary. AFTE appealed the council\u2019s decision, and the board set September 20 to investigate the appeal.\u00a0<\/span><\/p>\n

This reflects a series of arbitrary actions against Al-Tantawy, especially after the Administrative Judiciary Court did justice to her by annulling the Higher Technological Institute\u2019s negative decision by refraining from granting Al-Tantawy a professorship despite fulfilling all the technical and procedural conditions for political reasons.<\/span><\/p>\n

The events date back to when Al-Tantawy asked for her legal right to chair the Mechanical Engineering Department and the consequent material and moral rights as the most senior assistant professor within the department. On August 30, the Administrative Judiciary Court (Circuit 17) decided to accept Appeal No. 61520 of 75 filed on behalf of Manar Al-Tantawy against both The Minister of Higher Education and the Dean of the Higher Technological Institute in the 10th of Ramadan City and to annul the negative decision not to grant Al-Tantawy the professorship.\u00a0<\/span><\/p>\n

The administration of the Higher Technological Institute explained that the Ministry of Higher Education is the reason for refusing to grant Al-Tantawy the professorship. On the other side, the Ministry attributed the reasons for the refusal to the lack of security approval as Al-Tantawy is the wife of the former prisoner of conscience and journalist Hisham Jaafar.<\/span><\/p>\n

On May 31, the State Commissioners Authority issued its legal opinion report regarding appeal No. 61520 of 75 filed by AFTE on behalf of Dr. Manar Al-Tantawy, stating that the appeal should be accepted in form, to rescind the negative decision not to allow Al-Tantawy a professorship degree and that the Higher Technological Institute in the 10th of Ramadan City\u2019s administration shall be obliged to pay the administrative expenses.<\/p>\n

The State Commissioners Authority clarified in its report that a specialized committee of the Supreme Council of Universities recommended promoting Al-Tantawy to a professor; following that, the Secretary-General of the Supreme Council of Universities sent a letter to the Dean of the Higher Technological Institute to give Al-Tantawy the academic degree. However, the Central Administration For Private Higher Institutes\u2019s letter disapproved Al-Tantawy\u2019s obtaining the professorship without any given reasons despite her fulfilling all the requirements stipulated in law; according to the authority\u2019s report, This is an abuse of power, and then the decision is worth rescinding.<\/p>\n

The appeal held No. 61520 of 75 was filed against both The Minister of Higher Education and the Dean of the Higher Technological Institute in the 10th of Ramadan City, challenging the negative decision not to grant Al-Tantawi the professorship despite fulfilling all the technical and procedural conditions.<\/p>\n

State Delegated Authority granted Al-Tantawy access to obtain her file from the Higher Technological Institute to explain the reason for refusal to grant her the scientific degree, after the competent court and Al-Tantawy\u2019s defense were informed that the institute\u2019s administration hadn\u2019t submitted the appellant\u2019s file or provided the reasons for depriving her of the position, and the institute\u2019s administration hadn\u2019t attended the session despite their announcement.<\/p>\n
