The Administrative Judiciary Court (13th Circuit) dismissed appeal No. 8144 of 55 filed by Cairo University against the court\u2019s decision to appoint Hagar Ismael Hanafy as the University\u2019s faculty of science.<\/p>\n

The Faculty of Science at Cairo University refused to appoint Hagar as a lecture at the faculty despite being one of the top students and fulfilling all the requirements that qualify her for the position; the University attributed its refusal to the lack of security approval; in the last year, AFTE filed an appeal before the Administrative Judiciary Court, challenging the university\u2019s decision, and last January, the court annulled Cairo University\u2019s decision. It ruled the illegality of requiring to obtain security approval to occupy any public positions and that universities have no right to refrain from appointing someone based on the security authorities\u2019 opinions.<\/p>\n

Cairo University refused to implement the Court\u2019s ruling and decided to appeal it before the Administrative Judiciary Court, however; the judiciary did justice to Hagar for the second time.<\/p>\n

Administrative Court annuls decision to refrain from appointing Hagar Ismael at Cairo University for security grounds<\/span><\/strong><\/p>\n

On the hearing of January 31, the Administrative Court decided to annul the negative decision to refrain from appointing Hagar Ismael Hanafy at Cairo University because there was no security approval for her appointment. In connection with the appeal filed by AFTE No. 4329 of 68 judicial years.\u00a0<\/span><\/p>\n

On the ground of its judgments, the Court stated the illegality of requiring to obtain security approval to occupy any public positions, and that universities have no right to refrain from appointing someone based on the security authorities’ opinions.\u00a0<\/span><\/p>\n

The association for freedom of thoughts and expression filed the appeal in July 2021 against the faculty of science at Cairo University, challenging its dean\u2019s decision to refrain from appointing Hagar to the university, despite being one of the top students and fulfilling all the requirements that qualify her to obtain a teaching assistant position and the following rights.\u00a0<\/span><\/p>\n

Yesterday, the State Commissioner’s authority decided to withhold appeal No. 4329 of 68 filed by the Association for Freedom of Thought and Expression on behalf of Hagar Ismael to report its legal opinion.<\/p>\n

AFTE filed the appeal last July against the Faculty of Science of Cairo University; challenging the Dean of the Faculty of Science at Cairo University’s decision to exclude the appellant from being assigned to the Cairo University teaching staff for security reasons despite being one of the top students, which means that she fulfills all the requirements to be assigned to the university.<\/p>\n
