Cairo University’s Faculty Disciplinary Board decided to adjourn the hearing in the case concerning the suspension of Dr. Walid El Hamamsy, a lecturer in the English Department at the Faculty of Arts, until 7 December 2026 for pleadings.<\/span><\/p>\n

The case dates back to El Hamamsy’s suspension from work on three consecutive occasions since May 2025, each lasting three months. He had filed a complaint against the head of his department but was not notified of the dates of the disciplinary board hearings concerning his complaint. Furthermore, no decision has been issued regarding his complaint against a security officer, whom he accused of bullying and physically assaulting him, which constitutes a violation of his constitutional rights.<\/span><\/p>\n

On 13 January 2026, the Nineteenth Circuit of the Administrative Court referred Appeal No. 5335 of Judicial Year 80, challenging El-Hamamsy’s suspension from work, to the State Commissioners Authority to prepare a legal opinion report. On 25 March, the court decided to adjourn consideration of the appeal to review the Authority’s report.<\/span><\/p>\n

On 9 April 2026, the same circuit referred the appeal, filed by the Association for Freedom of Thought and Expression (AFTE) on behalf of El Hamamsy, to the Administrative Disciplinary Court, which has jurisdiction to examine and rule on his temporary suspension from work.<\/span><\/p>\n

Administrative Disciplinary Courts in Egypt are specialized judicial bodies affiliated with the State Council. They have jurisdiction over disciplinary cases involving financial and administrative misconduct by public employees. The penalties they may impose range from warnings to dismissal from service.<\/span><\/p>\n

the 19th Circuit of the Administrative Court decided to refer Appeal No. 5335 of Judicial Year 80, filed by the Association for Freedom of Thought and Expression (AFTE) on behalf of Dr. Walid El Hamamsy, lecturer in the English Department at the Faculty of Arts, Cairo University, to the Disciplinary Court for jurisdiction and adjudication regarding his temporary suspension from work.<\/span>
\n<\/span>El Hamamsy had been suspended from work three consecutive times since last May, each suspension lasting three months, without being notified of any of the disciplinary council sessions regarding his complaint against the chair of the English department, nor was he informed of the verdict concerning his complaint against a security officer for bullying and physical assault, both of which are considered a violation of his constitutional right to defense.<\/span>

\n<\/span>It is noteworthy that disciplinary courts in Egypt are specialized judicial bodies under the State Council. They are tasked with trying public employees for financial and administrative violations, aiming to ensure discipline in public institutions, and may issue penalties ranging from warnings to dismissal.<\/span><\/p>\n


\n25 March 2026<\/b><\/span><\/p>\n

On March 25, the 19th Circuit of the Administrative Court decided to postpone looking into the appeal No. 5335 of Judicial Year 80 filed by Dr. Walid El Hamamsy, a lecturer in the English Department at the Faculty of Arts, Cairo University, against the decision of his temporary suspension from work, to review the Commissioners Authority\u2019s legal opinion report.<\/span><\/p>\n

El Hamamsy has been suspended from work for three months, three separate times since last May. He was not notified of any of the disciplinary council sessions regarding his complaint against the chair of the English department, nor was he informed of the verdict concerning his complaint against a security officer for bullying and physical assault, both of which are considered a violation of his constitutional right to defense.<\/span><\/p>\n

13 <\/b>January 2026<\/b><\/span><\/p>\n

The 19th Circuit of the Administrative Court has referred Appeal No. 5335 of Judicial Year 80, filed against the suspension of Dr. Walid Abdel Aal Abdellah\u00a0 El Hamamsy , a lecturer in the English Department at the Faculty of Arts, Cairo University, to the Commissioners.<\/div>\n
