The commentary addresses the problem of delays in ruling on requests to suspend the implementation of administrative decisions and examines the impact of such delays on individuals\u2019 rights. It is based on a review of rulings issued by the Seventh and Nineteenth Circuits of the Administrative Court during the 2025\u20132026 judicial year, in addition to a number of cases involving faculty members. The review found that none of the requests for suspension examined were granted, with some cases also experiencing delays in reaching a decision. This may result in the continued effects of administrative decisions even when they are subsequently annulled. The commentary therefore puts forward proposals to ensure the prompt adjudication of urgent matters and to achieve effective judicial protection. The Association for Freedom of Thought and Expression (AFTE), along with other human rights organizations, signed a joint statement calling for the immediate and unconditional release of Egyptian film director and screenwriter Omar Salah Marei and an end to his pretrial detention in Case No. 3383 of 2026, State Security Investigations, on the occasion of the 100th day of his detention and the eighth renewal of his detention. This is particularly concerning given the continued denial of the specialized medical care required for his health condition.
