18 March 2026

On March 18, the Supreme State Security Prosecution decided to release blogger and journalist Mohamed Ibrahim Mohamed Radwan, known as Mohamed Oxygen, pending lawsuit No. 855 of 2020 (Supreme State Security).

Since his arrest in April 2018, Oxygen was subjected to a prolonged series of violations, beginning with enforced disappearance for several days before appearing at the State Security Prosecution. He was charged with spreading false news and joining a terrorist group. During his detention, he endured torture, long periods of solitary confinement, denial of visits, and restrictions on receiving money or medicine, which led him to multiple hunger strikes in protest of dire conditions. Although the court issued release orders or substituted detention with precautionary measures, these were not implemented, and he was recharged in a new lawsuit with the same charges after enforced disappearances, particularly following the September 2019 protests.

In 2021, he was referred to a speedy trial before the Emergency State Security Court, which ended with a final sentence of four years in prison and a fine. The trial was marred by violations of his rights to a fair trial and a lack of evidence. His mental health deteriorated, leading to a suicide attempt, severe depression, and isolation, compounded by his mother’s death and his refusal to leave prison to attend her funeral. Later, violations continued inside prison, including physical assault, prolonged solitary confinement in Badr Prison, and denial of basic rights, prompting another hunger strike in 2024 to protest against the inhumane conditions he endured.

The Cairo Criminal Court (First Terrorism Circuit) has ordered the renewal of detention for blogger and journalist Mohamed Ibrahim Mohamed Radwan, known as “Mohamed Oxygen,” for 45 days pending investigations in Case No. 855 of 2020 (Supreme State Security Prosecution), on charges of joining a terrorist group. The decision was issued despite his absence from the court session.

“Oxygen” had completed on 3 January the execution of a four-year prison sentence in Case No. 1228 of 2021 (State Security Misdemeanors, Fifth Settlement), a case in which he was tried before the State Security Emergency Court and received a final, non-appealable verdict.

The renewal of his detention comes within a long history of violations he has faced since his arrest in April 2018, including prolonged pretrial detention, enforced disappearance, mistreatment, solitary confinement, denial of visitation rights, deprivation of medical care, a suicide attempt in August 2021, and multiple hunger strikes protesting the conditions of his imprisonment.

Mohamed Oxygen remains in pretrial detention under Case No. 855 of 2020, a situation legally described as “recycling,” despite having served his previous sentence. Human rights organizations continue to call for his release and an end to the ongoing harassment he faces due to his journalistic work.
