the 19th Circuit of the Administrative Court decided to refer Appeal No. 5335 of Judicial Year 80, filed by the Association for Freedom of Thought and Expression (AFTE) on behalf of Dr. Walid El Hamamsy, lecturer in the English Department at the Faculty of Arts, Cairo University, to the Disciplinary Court for jurisdiction and adjudication regarding his temporary suspension from work.
El Hamamsy had been suspended from work three consecutive times since last May, each suspension lasting three months, without being notified of any of the disciplinary council sessions regarding his complaint against the chair of the English department, nor was he informed of the verdict concerning his complaint against a security officer for bullying and physical assault, both of which are considered a violation of his constitutional right to defense.
It is noteworthy that disciplinary courts in Egypt are specialized judicial bodies under the State Council. They are tasked with trying public employees for financial and administrative violations, aiming to ensure discipline in public institutions, and may issue penalties ranging from warnings to dismissal.

On March 25, the 19th Circuit of the Administrative Court decided to postpone looking into the appeal No. 5335 of Judicial Year 80 filed by Dr. Walid El Hamamsy, a lecturer in the English Department at the Faculty of Arts, Cairo University, against the decision of his temporary suspension from work, to review the Commissioners Authority’s legal opinion report.
El Hamamsy has been suspended from work for three months, three separate times since last May. He was not notified of any of the disciplinary council sessions regarding his complaint against the chair of the English department, nor was he informed of the verdict concerning his complaint against a security officer for bullying and physical assault, both of which are considered a violation of his constitutional right to defense.
